We had some problems with code that was added for an upcoming feature that resulted in various server stability problems; when a test object implementing the new feature was lased, the server would crash and restart.

If you were online at the following times, you may have noticed rollbacks, extended red-boxing, etc.:
  • Fri Feb 27 22:29:02 through Fri Feb 27 23:28:04 (10 restarts).
  • Sat Feb 28 08:19:35 through Sat Feb 28 08:20:08 (2 restarts).
  • Sat Feb 28 12:01:14 through Sat Feb 28 12:09:00 (3 restarts).
  • Sun Mar 01 15:51:22 (early restart, followed by scheduled restart at 16:00).

The two "extra" beachheads formerly located near The Gauntlet (Sang and Chog) have been relocated to the main Beachhead areas.

Sang has been moved to just south of Sump, and Chog has been moved north of Azor and Myrk.

These locations are provisional and these two beachheads may be moved if there are issues with their placement.

These spots were picked because they maintain the typical 5km minimum distance between beachheads and have terrain that is appropriately challenging for a Standard Beachhead.

Please report any issues you find with the placements.

The way that the website handles login sessions has changed.

When you login, your sessions on other browsers or devices will no longer be automatically invalidated; you must use the "Logout" link or button instead.

Bank tellers at the Dregs and Sump have walked off the job in protest of the massive rush on the recently reactivated Clan Banks.  Several fist fights have been reported and at least one teller was wounded when a "fake" grenade being used as a ploy by one Outlander to get to the front of the massive line-ups turned out to be live. 

Due to extensive damage and repeated threats of violence, the banking staffs at the Dregs and Sump are refusing to handle deposits or withdrawls.  Clan members wishing to access their accounts must now rely on their own staff located at their Home Forts to do their transactions.  "Let THEM deal with their own morons" the manager at the Sump branch was overheard to say. 

OP4 vaults will still be used to store deposits transferred through the Clan Home Forts, so the cash is still considered to be secure but some Council members have expressed concerns that the VPA (Vulture Pilot's Association) may demand increased pay due to the extra volume of flights to the Home Forts.

Clans will again have access to their secure "Clan Bank" to store funds in a Clan Council run bank.  This change will go in effect as of today's server restart:

  • you can deposit or withdraw only at clan Home Forts (see below) or the Dregs or Sump buildings
  • you can identify your Clan's Home Fort by typing "@home" in game
  • Clan members with sufficient priviliges can set (or change) your Home Fort either via the Game Functions section of Terracorps web site or by typing "@home [fort name]" in game.
  • all clan members will be allowed to deposit funds, but permission will be required to withdraw
  • funds can be deposited by typing "@bank deposit amount",  or withdrawn by typing "@bank withdraw amount"
  • you can only access your own clan's bank, not the banks of your allied clans
  • there will be a cap of 1,000,000L that can be stored in each Clan's Clan Bank

OP4 Auditors have been hired to monitor all transactions going through the banking system to ensure that there are no abuses.  The Clan Council reserves the right to freeze access to all bank funds in case of fraudulent activity or in case of severe financial crisis.

Clan Council has announced some significant changes to the Property Tax rates charged to Outland Castles and Mobile Bases.  Facing significant protests from Outlanders that are tired of building new forts only to have them face a heavy tax burden, the Council has implemented a significant reduction in property taxes.  Effective immediately, property taxes on Castles and Mobile Bases have been reduced to just 20% of the previous rate.  It is hoped that this steep reduction in property tax rates will encourage more construction in the Outlands.

Not all the news is good however.  Faced now with a significant shortfall in income to support it's operations, the Clan Council has been forced to find new sources of income to replace that lost by lowering the Property Tax rate.  Also effective immediately, the Clan Council will begin imposing Mechanic's Liens on all Mobile Bases holding less than L50,000 in their treasury.  This is to offset the cost of technicians being forced to maintain the notoriously fragile internal power plants of these self-powered, off-grid facilities and not having the cash on hand to make the required repairs. 

Any MB's not having the required amount of cash on hand will be subject to the mechanics cannibalizing the defences located at the fort at the rate of one defence every 6 hours.  If there are no defences available at the MB for the mechanics to cannibalize for parts then there will be a Level-1 Mechanic's Lien levied on the fort.  Every six hours an additonal level of Lien will be applied until Level-7 is reached. At this point the mechanics will shut down the power core of the MB and remove the key components for use in future construction elsewhere.

In a related story, OP4 auditors are investigating claims that some mechanics have been taking advantage of the confusion surrounding the new tax policies and have been stealing extra parts from some Mobile Bases to sell on the black market.  With the chronic shortage of qualified power plant technicians it is unlikely that any of the perpetrators will actually face charges, but there are rumours that some kind of behind the scenes settlements may be made to the affected Clans.

Highly placed officials have confirmed long simmering rumours that the Clan Council will be withdrawing services from the outlying districts.  Effective April 1st any Forts built outside of the original District 1 boundaries will be abandoned.  No power, no Vulture transport and no banking services will be available.  The expansion districts will be off limits for any construction for the foreseeable future.

Outland Clan leaders have expressed outrage that this is being done with no compensation being provided for assets that will be lost in the process.  Council officials have countered that lack of support from those very same Outland Clans is the primary reason for the restructuring.  Expansion of the Districts did not achieve the large expansion of the warrior population that the Clans had foreseen so there was not the greatly increased revenue from property taxes and Hippo Sups recovering battle wrecks that had been expected to pay for services in the new districts.

Officials have advised all Outland Clans to evacuate any and all cash assets that they may have in the affected districts to forts within District 1 PRIOR to the resizing on April 1st.  The Clan Council will NOT be responsible in any way for cash or any other assets that are no longer accessible after the restructuring.  Lack of forts in District 1 to hold Clan assets or being an absentee landlord who is unaware of the pending changes will not get Clans any special compensation for assets/cash lost in the process.

More than two years after the originally promised completion date and billions of Lukers over budget, reconstruction of the original Dregs Beachheads has been completed and the site brought back online.  Clan Council operations have been relocated back to the East, raising serious questions over the Council's ability to continue to control of the three new Districts opened in the wake of the massive earthquakes which caused the original relocation far to the undeveloped Western Outlands. 

While the Clan Council insists that its ambitious expansion plans launched three years ago are still on track, there are rumblings that resources may be re-concentrated back into District 1 leaving the many isolated Clan bases scattered across the new districts without support.  The fact that most of the "New Dregs" beachheads were disassembled to provide the equipment, sensors and bot assembly lines to rebuild the original Dregs site would seem to support this theory.  There has been no official response as of yet to questions about the fate of the new Chog, Sang and Canobie beachheads that were built at the Western capital.  Will they too be relocated to the East, or is there truth to the rumours that their equipment will be sold off at auction to help pay for massive reconstruction bill?

Debate appears to be raging behind closed doors as to how to repair the financial damage caused to the Outlands now that the physical damage from the quake has been mostly repaired.  One faction favours hiking tax rates to cover the costs, but the majority seem to feel that this will simply drive more of the Clansmen to strike out deep into the wilds and off the grid (like many warriors have done since the great disaster).  Some councilors are suggesting dropping the fees charged for construction materials in order to encourage the Outland Clans to restart construction which would then increase tax revenues through growth of the Outland economy.  Either way, the financial situation is so dire that some leaders are even considering shutting down some of the new bot construction lines in order to save Lukers.

It remains to be seen though if even these desperate changes will be able to kick-start the faltering Outland economy.  Much work still remains to be done.  Dregs reconstruction is still being completed and the leaders of Clans Amok and Desert Rats are reportedly planning relocation of their fortresses back to District 1.  Many other Outland Clan leaders are planning similar moves and are transferring Lukers from their Western forts to ones within District 1 in case the rumours of a pending Clan Council abandonment of the new Western Districts turns out to be true.

On a positive note, it's been learned by this reporter that the notoriously foul-tempered and hard drinking CinC Servo of the Clan AxesOfWeazles was NOT crushed to death by a stack of rum kegs in one of the many aftershocks to hit the Outlands last winter as was previously reported.  He was in fact found by reconstruction crews holed-up in the rubble-buried rum storage cellars deep underneath the Dregs.  Fourteen workers were killed by the surly CinC after attempting to "rescue" him from his bunker.  Some portions of the Dregs basement remain closed to public access out of fears that a spark could ignite the rum fumes causing a major explosion while negotiations continue in an attempt to coax Servo back to the surface. 

Interesting times ahead for the Outlands.
